Committees and Commissions


There are a number of Village Committees and Commissions, and Trustees as well as citizens have been appointed to serve on them. A listing of all the Trustee and Village official standing committee/commission appointments follows. If you are interested in serving on a committee or commission when there is a vacancy, please contact the Village President or Village Administrator.



COMMITTEES/COMMISSIONS 

ADMINISTRATION AND COMPENSATION OVERSIGHT COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees – one of whom is a member of the Administration Committee, one of whom is a member of the Finance Committee and one of whom is a member of the Personnel Committee, as well as one citizen.

The Administration and Compensation Oversight Committee, which is an ad hoc committee, was created to provide integrated oversight of all Village employee benefit matters, including costs, funding, employee programs, competiveness, employee benefit rate impacts, and benefits philosophy. The Committee has been charged with making recommendations to the Village Board regarding employee policies and programs.

BAY SHORE DRIVE OVERSIGHT COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees as well as one representative of the SBAA.

The Bay Shore Drive Oversight Committee, which is an ad hoc committee, was created to oversee and plan all aspects of the Bay Shore Drive Reconstruction Project and make recommendations to the Village Board regarding the preferred course(s) of action on that project.

 COMMUNICATION AND TECHNOLOGY COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees as well as one citizen who is a resident of the Village.

The Communication and Technology Committee, which is a standing committee, shall oversee and recommend content for the Village’s web site(s), oversee and recommend content for other Village external publications, and make recommendations to the Finance Committee regarding technological advances or purchases.

ECONOMIC DEVELOPMENT COMMITTEE
One year terms commencing in May of each year.

Membership: One Trustee and seven citizens who are owners of businesses in the Village, or have special expertise in the area of economic development. One of the citizens shall serve as an “Alternate”. The Village Administrator and the Director of the Door County Economic Development Corporation, (DCEDC), shall serve as Ex-Officio, non-voting members.

The Economic Development Committee is an ad hoc committee which was established to evaluate the current status of economic development and related activities in the Village and identify the strengths and weaknesses in the current Village economy, and will work to create jobs and encourage development in the Village.

FIRE BOARD
One year terms commencing in May of each year.

Membership: Two Trustees from Sister Bay and three Supervisors from Liberty Grove.

The Fire Board was originally created pursuant to an Intergovernmental Agreement dated 9/13/94 between the Town of Liberty Grove and the Village of Sister Bay. The Fire Board is charged with overseeing all operations of the Sister Bay/ Liberty Grove Fire Department.

FIRE DISTRICT EXPLORATORY COMMITTEE
One year terms commencing in May of each year.

Membership: The Fire Chief, one Fire Fighter from the Sister Bay-Liberty Grove Fire Department, and one Trustee or resident with recognized experience and qualifications.

The Fire District Exploratory Committee was created in June of 2012. That committee, which consists of representatives from the Towns of Liberty Grove, Gibraltar, and Egg Harbor, and the Villages of Egg Harbor, Ephraim and Sister Bay, was charged with studying the impact and value of consolidating certain Northern Door Fire Departments and the services they provide.

LIBRARY COMMISSION
One year terms commencing in May of each year.

Membership:   One Village Trustee, one Town of Liberty Grove Supervisor, two Village residents and two Town residents. A Secretary-Treasurer, who is hired by the Commission, as well as the Head Librarian at the Sister Bay-Liberty Grove Library shall serve as Ex-Officio, non-voting members.

The Library Commission was created pursuant to an Intergovernmental Agreement dated 6/12/01 between the Village of Sister Bay and the Town of Liberty Grove. The Library Commission is charged with overseeing the operations of the Sister Bay/Liberty Grove Library, and makes recommendations to the appropriate Board(s) regarding Library operations.

 MARINA COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees, four residents or citizens, two of whom shall serve as “Alternates”, and the Marina Manager, who shall serve as an Ex-Officio non-voting member.

The Marina Committee provides direction for the operation and maintenance of the Sister Bay Marina and provides for the needs of Marina patrons by planning and implementing Marina improvements. The Committee makes recommendations to the Village Board regarding all Marina fees and charges, and must see that an annual budget is prepared and submitted to the Finance Committee in a timely fashion.

MARKETING COMMITTEE
One year terms commencing in May of each year. If it has not been reauthorized the Marketing Committee will be dissolved on October 1, 2016.

Membership: Two Trustees, one SBAA representative and one citizen.

The Marketing Committee, which is an ad hoc committee, has been charged with seeing that a marketing plan is prepared for the Village. The Committee has also been asked to plan for rebranding of the Village, if applicable, and will be expected to plan and implement activities and events which will attract visitors to Sister Bay.

PARKS, PROPERTIES AND STREETS COMMITTEE
One year terms commencing in May of each year.

Membership: Three Trustees and one Village resident.

The Parks, Properties and Streets Committee shall provide oversight of all activities occurring in the Village’s parks, and operates, maintains and improves the Village’s park system in accord with Wis. Stats., §27.02 – §27.06. The Committee is also responsible for all repair, maintenance and remodeling of Village owned buildings, including any improvements, except when such authority is specifically delegated to another committee, and is responsible for repair and maintenance of all Village roads and sidewalks. The members of the Parks, Properties and Streets Committee are expected to prepare an annual budget and must submit that document to the Finance Committee in a timely fashion.

PLAN COMMISSION
Three year terms commencing in May of each year.

Membership:   Three Trustees, four Village residents, and one Ex-Officio citizen with recognized experience and qualifications related to planning and development.

The Plan Commission was established pursuant to the provisions of Wis. Stats. §62.23(1)(a) and §62.23(1)(d). The Commission has the duty of making decisions related to the planning and development of the Village, and in some instances makes recommendations to public officials or agencies as well as public utility companies, civic, educational, and professional organizations as well as citizens.

TEEN CENTER BOARD
One year terms commencing in May of each year.

Membership: One Trustee, and two citizens. One of the citizens shall be an adult and the other shall be a teen. The members of the Teen Center Board shall elect its officers on an annual basis, and shall provide the names of those individuals to the Assistant Administrator as soon as possible.

The Sister Bay Teen Center Board was created as a standing Village Committee in October of 2007 pursuant to Resolution No. 167-100207, and is responsible for planning, preparing and operating a Teen Center and related activities in the lower level of the Sister Bay Village Hall.

UTILITIES COMMITTEE
One year terms commencing in May of each year.

Membership: Six members – Three Trustees from the Village, one Trustee from the Town of Liberty Grove, one member of the Liberty Grove Utility District and one resident of the Town of Liberty Grove.

The Utilities Commission was originally established pursuant to an Intergovernmental Agreement between the Town of Liberty Grove and the Village which is dated December 19, 1988.

WATERFRONT OVERSIGHT COMMITTEE
One year terms commencing in May of each year.

Membership: Five members – Three Trustees, one of whom is a member of the Finance Committee, one of whom is a member of the Marina Committee, and one of whom is a member of the Parks Committee, as well as one representative of the Sister Bay Advancement Association and one citizen.

The Waterfront Oversight Committee, which is an ad hoc committee, was created to oversee and plan all aspects of waterfront development, planning, and project management on Village owned property along Bay Shore Drive. The Committee shall make recommendations to the Village Board regarding the preferred course of action with respect to waterfront development.

 ZONING BOARD OF APPEALS
Three year staggered terms, commencing in May of each year.

Membership:   Five residents of the Village plus two Village residents who shall serve as “Alternates”.

The Zoning Board of Appeals is responsible for hearing and deciding appeals of decisions which are made by the Zoning Administrator. The Zoning Board of Appeals has the power to grant variances from the Village’s Zoning Code.
